Invited Speakers
As per other years there will be a number of invited speakers, mainly experienced practitioners/suppliers in the area who will talk about their requirements and practical ways of using imaging technologies to effect crime detection and prevention:

Juan García Sánchez, Chief Officer, Communications and Video Surveillance Unit, Madrid Municipal Police
Policing the City: The Madrid Experience
Juan García Sánchez holds a degree in Law from the UNED and a Master in Management and Security Management from University Carlos III of Madrid plus a Diploma of Advanced Studies in the area of ​​knowledge of Philosophy of Law, corresponding to doctoral studies of UNED. He joined the Corps of Municipal Police in 1984, as police officer subsequently promoted to Command Officer, a position he has held since 2008 when he was made Chief of the District of Carabanchel Integrated Unit and in 2013 he assumed command of the Operational Communications Area encompassing Central Emergencies, the Municipal Police's Directing Unit and the 092 Telephone Support. As from June this year that unit has become the "Communications and Video Surveillance Unit", being in charge of directing and managing security cameras installed in Madrid's streets as well as the use of non-Police cameras under agreement of various stakeholders (e.g. the City Department of Transportation, Traffic Department and Madrid Calle 30).

Protecting the City: Beirut CCTV Project
Lebanon is a country that suffered from lots of instability which has led to many acts of terrorism in the past twelve years, most commonly in the capital city, Beirut. Due to the above and many other reasons, the need for a well-established CCTV system in Beirut arises. In this presentation, we will discuss the incentives that made the government launch a CCTV system with all its strategies and objectives. In addition to that, we will discuss the project’s milestones, implementation, and challenges. At the end of this presentation, the audience will be able to recognize some of the practical challenges faced during the establishment of such a system as well as future thoughts that can accompany it.

Wael YOUSSEF received a Master’s degree in Computer Science (MSCS) from Lebanese University, Beirut, Lebanon, in 2010. He is currently a member of SAMOVA research group in IRIT, where he is pursuing his PhD in Computer Science at Paul Sabatier University, Toulouse, France. His research interests include hypermedia, image, video analysis, and indexing. He joined the Lebanese Internal security forces in 2004, as police lieutenant and was quickly promoted to Platoon commander and then a company Leader in the Rapid Intervention Regiment (Riot Prevention Unit), a position he held till 2008. After that he worked 2 years as VIP Protection Team leader with the interior minister and then he was made the supervisor officer of the Central Operation Room of Beirut till the end of 2015.  As from January 2016, he was nominated the head of Beirut CCTV Control Room, being in charge of implementing and managing the CCTV system of Beirut.
Ms M Julia Silla Universidad Europea Valencia, Spain.
Bridging the gap between academic research and the surveillance industry

M. Julia Silla holds a degree in Telecommunications Engineering (2005) and has an MSc in Technology, Systems and Communication Networks (2008) from the Polytechnic University of Valencia. She is currently working as a professor at the European University of Valencia. She previously worked in the R&D department of Envitel, a company that provides Turnkey Monitoring Solutions based on computer vision technologies, where she was in charge of the management of research and innovation international projects, focusing mainly on video processing algorithms. Julia has previously worked as software project manager, following agile business development methodologies, transferring computer vision software into embedded systems.

Image quality for forensic usage in city surveillance

Per is Image Quality Specialist and Strategic Trend Analyst at Axis, looking at how the convergence of the IT and Security industry manifests itself in specific verticals such as Critical infrastructure and City Surveillance. His work involves understanding end users of Surveillance systems and their demands for the coming years. These demands include early warning systems and predictive policing. In this work, it is also a challenge to visualize the potential of futuristic system technology offering smarter management systems for crime prevention as well as climate control and smart communities in general. Per also works intensively with the creation of “Smart City” Pilots utilizing Living labs for testing new concepts such as camera integration in intelligent lighting. Per has 11 years in the Security industry with Axis and 10 years running international projects mainly in Latin America for the Telecom industry.

Intelligent video systems or video sensors

The so called 'intelligent' video analysis (IVA) technologies are seen by many as the eternal promise. While computer vision has become one of the main fields of research in computer science, with some impressive results, 'IVA' solutions still struggle to find their place in the market. The first products claiming to offer 'intelligent video' created a big expectation in the security sector, which was followed by a comparable disappointment. This presentation will describe the evolution of the so called 'IVA' in the market, present the main points that explain that disappointment and how computer vision is finally reaching more security installations.

Eduardo Cermeño holds a Master of Engineering in Computer Science and a Master of Science in Artificial Intelligence. He is Vaelsys' C.E.O, one of the European pioneers developing video processing solutions. Vaelsys technology is used to control more than 40.000 cameras and provides video solutions to the main Spanish IT companies and police corps. M. Cermeño has presented publications in several international scientific conferences.
